Rental Dwelling License

The City of Norwood Young America requires licensing of all residential dwellings utilized for rental purposes. A rental dwelling is defined as “a building wholly or partly used or intended to be used for living, sleeping, cooking or eating purposes by human occupants; not including hotels and motels, rest homes, convalescent homes or nursing homes.”

Rental License Period

A rental license is valid for only the three-year licensing period, or portion thereof, in which it is issued unless otherwise stated in City Code. Upon expiration of that license, it will be necessary to relicense the property to continue utilizing it as a rental dwelling.

Rental License Forms

Obtain a Rental License application. Submit the completed application along with the required application fee and tenant contact information, to City Hall. Once you have applied, call the City’s Building Official, 101 Development Resources, at 320-226-5189 to schedule a rental inspection of your property.

Upon successful completion of the rental inspection, a license will be mailed to the owner’s address listed on the application. The license fee paid at the time of application covers up to ONE (1) inspection on the property. Any inspections beyond that are charged at $75.00 per inspection.

Building Permit

Types of permits

  • General or Over-the-Counter permits are required for such projects as residential re-roofing, re-siding, same-size window replacements, water heaters and furnace/AC unit replacements. These permits may be issued the same day with a permit fee. However, please check with the City to see if any additional information will be required.
  • Building permits are required for several different residential and commercial improvement and construction projects. These permits require a plan review by the Building Official and the fee is based on the value of the material and labor for the project. Depending on the complexity of the plan review, building permits generally take 7-10 days for processing.
  • Administrative or Zoning permits are required for several different residential, commercial and construction projects to include new fences, signs, sheds, additions, new-builds or developments. These permits require a plan review by the City Planner and the fee varies by project per our City fee schedule. Depending on the complexity of the plan review, zoning permits generally take 3 days for processing.

A building permit is required for projects including, but not limited to:

  • Any type of commercial work
  • New construction
  • Home alterations
  • Additions
  • Finish basement
  • Porches
  • Garages
  • Decks
  • Storage sheds over 200 square feet
  • Masonry fireplace
  • Chimneys
  • Signs that require footings
  • Demolition
  • Moved-In Structures
  • Mechanical and Plumbing

If you are unsure whether or not the work you will be performing will require a permit, please contact the Building Official at 101 Development Resources at 320-226-5189. Some permits require an inspection.

Inspections

The City contracts with 101 Development Resources. To schedule an inspection, please call their office at 320-226-5189. The office is open Monday-Friday, 7:00 am to 4:30 pm. Please give a 24-hour notice to the Building Official for inspections. Building permits are valid for six (6) months, from the date on which they were issued. All permits require at least one inspection.

Right-of-Way Permit

All right-of-way work must be coordinated to protect the public interest. All traffic control will be in accordance with MnDOT specs and City of Norwood Young America requirements, contact Public Services Department at 952-467-1800 for pre-work review of the traffic control plan. Unless otherwise approved, access to local areas or detours for residents must be maintained to standard throughout the project.

Right-of-Way Permit

ATV / Golf Cart Permit

Residents can apply for an ATV / Golf Cart Permit to operate on city streets. This is an annual permit starting on January 1 and ending on December 31. The fee is $20.00. Along with the application & fee we will need a copy of your driver’s license and proof of insurance. Please refer to Section 750 of the City Code for more information.

Animal Licenses

Pet owners are required to renew animal licenses annually. To renew a license, pet owners must have proof that the animal has received all of the necessary shots. Cats and dogs must be at least 6 months old before a license will be issued. A fee of $5.00 will be assessed for each pet license annually. Any owner whose pet is caught without a license will be fined the following fees:

$50.00 Pickup charge
$50.00 Unlicensed fee
$5.00 Animal License
Animal running at large fee (based on the number of offenses)
Impound fees (based on vet fees)

To apply for an animal license, fill out the application and bring to City Hall, along with most recent vaccination records and the $5.00 fee.

Backyard Chicken Permit

Residents can apply for Backyard Chicken Permits for an application fee of $100.00. Approved permits are valid indefinitely, so long as requirements remain met. Please review Section 550.03 of the City Code for more information.

Chicken Permit

On-Site Parking Permit

Chapter 7, Section 720, restricts the number of vehicles that can be parked outside on a residential property to four. This permit can increase that number to six vehicles if approved. Residents can apply for a permit annually; the permit costs $250.00 annually.

Solicitor, Peddler, Transient Merchant Permit

Except as otherwise provided in this Section, no person shall conduct business as a solicitor, peddler, or transient merchant within the City without first obtaining a license from the City. All applications for such licenses must be submitted to the City for approval prior to conducting business. All solicitors conducting business within the City must wear a City-issued permit around their neck at all times. Permits are issued only after the City approves them.

Residents who have questions or concerns about unauthorized permits or solicitor activity that does not follow City regulations are encouraged to contact City Hall.
