Water & Sewer

The Norwood Young America Public Services Department is mainly responsible for Water System Maintenance and the efficient operation of the Wastewater Treatment Plant. The department also maintains sewer and water mains.  The department is located at 510 Elm Street East; their hours of operation are from 6:30 am – 3:00 pm.

The City of Norwood Young America bills for water and sewer on a monthly basis.  To sign up for water and sewer services, or if you have any questions about your utility bill, please contact the Utility Billing Clerk at 952-467-1800.

How can I save money on my water bill?
The City of Norwood Young America is also your water utility company.  We provide low cost access to the municipal water supply.  Your bill is based on your use.  That means if you use more then you will pay more. In order to save money, you should conserve water.  There are several things you could easily do to conserve water in your bathroom.  If you take shorter showers, you can save up to seven gallons of water a minute.  When you take a bath, try to use less water in the tub.  Installing special toilets, shower heads and faucet aerators can save large amounts of water over time.  If a new special toilet seems a little far-fetched for you right now, you can modernize your existing tank by putting a brick or a full plastic bottle inside.  Cutting down on the number of flushes can also save large amounts of water.  Make sure that when you are shaving or brushing your teeth that you do not leave the water running.  Most faucets can use two or three gallons a minute.  The kitchen and the laundry room are other places in the house that can use a lot of water.  To reduce your use, the most effective technique is to only run the dishwasher and washing machine when full.   As always, cutting down on the amount of time that water is running is also important.  Faucet aerators also work well in the kitchen.  There are other ways you can save water, too.   Sweeping your driveway instead of hosing it off and watering your lawn less are often recommended.  The type of hose nozzle that you use can also create savings.  However, probably the most important thing to do is to stop drips and leaks.   A slow drip wastes almost twenty gallons of water a day and that adds up on your water bill.
Water Conservation
During summer months water usage can be over 4 times that of winter usage. The City of Norwood Young America follows the water conservation program by enforcing water restrictions year-round.

Follow the odd / even rule by address to calendar day. If your address ends in an odd number (ex. 1475) you can water on the odd numbered calendar days, 1st, 3rd, 5th, etc. If your house number ends in an even number (ex. 1474) you can water on the even calendar days, 2nd, 4th, 6th, etc.

There is to be no watering by any address between the hours of 10 a.m. and 5 p.m. This time frame will allow the water towers to refill and it is also the hottest time frame when a majority of the water evaporates.

Garbage & Recycling

Compost
Yard, garden, and tree waste can be recycled into compost.  In fact, putting it in your garbage is illegal in Minnesota.  Leaves, grass and plant trimmings, along with some types of food waste, can be combined in a backyard compost. The NYA compost site is located at 640 Tacoma Blvd and is open Wednesdays 3-6pm, and Saturdays 8am-12pm. This site is to be used by NYA residents only. Residents must reside within city limits to use this site. Proof of residency, such as a driver’s license or utility bill, will be checked.

Garbage
Weekly trash and recycling pickup is provided by Republic Environmental Service at 763-972-3335 or Waste Management at 800-450-9378.

Recycling
The NYA Recycle Center (located at 421 W Railroad St) is available to all Carver County residents and is open Wednesdays 3-6pm and Saturdays 8am-12pm. For more information on materials accepted at the NYA Recycle Center, click here.
